In October 2007, the Butler County Mental Health Board approved a five year Strategic Plan divided into six "strategic initiatives" with a strategic goal identified for each. The Strategic Plan was developed based on findings of the Strategic Plan Assessment which was conducted in April 2007 with inputs from various community stakeholders. As part of the strategic planning process, changes were made to the Board's mission statement to reflect new priorities for a comprehensive system of mental healthcare that is effective and unified as charged under Ohio law to improve the quality of life for citizens of Butler County. Additionally, the Board's vision statement was amended to reflect new priorities in providing innovative, publicly funded behavioral healthcare services that have a significant impact and measurable difference for the mentally ill in the community.

In May 2008, the Butler County Mental Health Board approved a Funding Allocation Plan based on the service priorities identified in Strategic Goal 3 of the five year strategic plan. This measure was taken to ensure funding allocations made with local levy dollars are in accordance with the priorities identified in the strategic plan.

In February 2008, the Butler County Mental Health Board began the process of updating the design, development and implementation of the Butler County Mental Health Board's Quality Improvement Program. The QI Program reflects the system's ongoing commitment to the development and implementation of meaningful performance measures and thresholds, the ongoing monitoring and evaluation of provider results and the effective communication of results to all consumers, family members, and community stakeholders.
